A significant portion of the administrative connections to federal filing systems originated from overseas IP addresses, while associated marketing websites displayed fake SEC registration certificates and targeted interest in emerging technologies and digital assets.

Federal Enforcement Charges and Remedies Sought

The regulatory complaints allege violations of Sections 204(a) and 207 under the Investment Advisers Act of 1940. Federal attorneys are seeking permanent injunctions to bar all named entities from submitting future regulatory filings, alongside conduct-based prohibitions and civil monetary sanctions.

In response to the findings, regulatory staff immediately removed the implicated filings from public access databases.
