Governance Proposal Details

An internal oversight body tasked with monitoring community resource allocations within the Arbitrum network has recommended the permanent exclusion of three decentralized finance applications from all future DAO initiatives.

The recommendation follows formal findings published on September 3, 2026, which flagged instances of high-severity non-compliance regarding grants distributed under the Short-Term Incentives Program (STIP) and the Long-Term Incentives Pilot Program (LTIPP).

The findings isolate 457,553 ARB tokens—evaluated at approximately $76,000 under baseline accounting metrics—that were improperly distributed, transferred across chains, or retained outside authorized distribution channels.

While the sum reflects distinct violations rather than a single unified balance, investigators classified the activities as deliberate breaches of governance agreements.

Arbitrum proposes3 projects ban

Breakdown of Alleged Infractions

The investigation highlights three separate entities operating across different stages of the Arbitrum ecosystem:

1. Good Entry:

Having secured 200,000 ARB through the inaugural STIP cycle, on-chain auditing revealed that 142,839 ARB was transferred to 1,032 wallet addresses deemed ineligible under program criteria. The investigation further identified patterns consistent with self-farming linked to internal team wallets.

After the core development team declined to cooperate with investigators, the project ceased operations. Consequently, the requested exclusion targets the individual founders.

2. Limitless:

Awarded 75,000 ARB via the LTIPP framework, the project converted its entire token allocation into USDC before bridging the total amount directly to the Base layer-2 network. The panel categorized the unannounced liquidation and cross-chain migration as unauthorized asset diversion.

With team communication remaining non-responsive and operations halted, the enforcement action focuses on restricting the founding individuals.

3. APX Finance:

Awarded 525,000 ARB under LTIPP, scrutiny focused on a disputed subset of 239,714 ARB. Audit trails indicated that substantial funds remained idle in treasury addresses rather than moving to reward distribution smart contracts.

Additional flags involved late manual distributions and address clusters exhibiting self-Sybil patterns. Following a corporate restructuring and brand transition into Aster, the proposed ban extends to current operators and successor entities if deemed active by the community.

Mechanics of the Enforcement Vote

The affected entities were granted until September 10, 2026, to respond on the governance forum and return disputed assets. In the absence of a satisfactory resolution, ArbitrumDAO will initiate three independent Snapshot votes.

Because Snapshot operates off-chain, an approved measure functions as a social contract rather than an automated smart contract transaction. It will not alter deployed protocol code, drain vault balances, or prevent secondary market token trading.

Instead, it permanently revokes eligibility for future capital allocations, retroactive funding initiatives, and official grant programs administered by ArbitrumDAO.

Ecosystem Impact and Oversight Progress

Established to incentivize public audits and protect DAO capital, the Watchdog Program has processed 90 detailed reports since its inception. Prior to these pending votes, community enforcement mechanisms successfully recovered roughly 532,000 ARB while awarding approximately 268,000 ARB to independent analysts.

The ongoing enforcement drive reflects a broader trend toward stricter administrative accountability in decentralized governance, balancing aggressive growth incentives with enforceable treasury protection.
